Guinn OKs bill on Le Reve water

CARSON CITY -- Gov. Kenny Guinn has signed a bill to allow Steve Wynn to bypass the state Public Utilities Commission as he builds his Le Reve megaresort on the Las Vegas Strip.

The plan will not affect the remaining residents of the Desert Inn Estates.

Wynn, when he purchased the Desert Inn, acquired the water company that serves residents on the former golf course. As an owner of the Desert Inn Water Co., Wynn must have all financing plans reviewed by the PUC.

Assembly Bill 139, which was signed Wednesday, would eliminate some of the financial reporting requirements of Wynn's water company. However, the PUC still will keep jurisdiction over the company's service and water rates.

The compromise was reached in the Assembly after homeowners testified that they feared Wynn would shut off service if his company were removed from PUC jurisdiction, as the original bill sought.
