An item in the March 28 Political Notebook reported that Gov. Kenny Guinn did not sign into law the use of $135 million from the so-called rainy day fund until March 26 despite the Legislature's approval of the bill on March 21. The Legislature did finalize the bill March 21 and Guinn signed it March 26. However, the bill was not enrolled by the Legislative Counsel Bureau or turned over to Guinn's office until March 24.
