Letter: States need more federal assistance

Why is the Bush administration giving tax refunds to the wealthy who will not use that money to spend any more than they already are and therefore not boost our economy or create more jobs?
Why don't they give that money to the states that are all bankrupt and in the process of cutting basic services, including education, health care and first responders? That way all citizens, rich and poor, will benefit.
Why doesn't President Bush fund the bills he signs into law and not try to change them after signing them? President Bush needs to not only talk the talk but walk the walk.
