At the last monthly meeting of the water authority, Chairperson Amanda Cyphers said that the subject was conservation and that development was off the table. Conservation is great, but you cannot conserve what you don't have. Since SNWA has neither a Moses nor a Mulholland, growth must be controlled now or more will suffer.
