Water plan set in three stages

The Southern Nevada Water Authority's drought plan is divided into three sections.
The first stage, drought watch, would likely be declared by this summer, after local governments sign off on the plan.
The second stage, drought alert, would likely begin Jan. 1. The water authority also is urging all local governments to increase water-use penalties for heavy users.
The third stage, a drought emergency, means a significant loss of water resources imposed by the U.S. Interior Department. The provisions in the third stage are still being developed.
