Homeowners group limits are proposed

CARSON CITY -- The Senate Commerce and Labor Committee will conduct a hearing at 8 a.m. Thursday on a proposal to set up a commission for homeowners associations.
Senate Bill 100, sponsored by Sen. Mike Schneider, D-Las Vegas, would allow a homeowner to display the U.S. flag and would create the Commission for Common Interest Communities to hear and take action on complaints related to such communities.
SB100 requires homeowners association managers to be certified by the state Real Estate Division, limits the circumstances under which an association can start a civil action and revises the amount of the fine that can be imposed for a continued violation of the association's covenants.
The bill also requires secret balloting for the removal of a homeowners association board member and revises the circumstances under which an association may foreclose on its lien for unpaid assessments.
The bill requires a two-thirds majority for passage.
The public hearing will be teleconferenced to Room 4412 of the Sawyer State Office Building, 555 E. Washington Ave., in Las Vegas.
