Governor readies gambling regulation bill

AUGUSTA, Maine -- Gov. John Baldacci prepared Tuesday to unveil legislation to create a five-member board that would regulate slot machine gambling.

Baldacci's proposal, still undergoing reviews, would move oversight from the Maine Harness Racing Commission to a new Gambling Control Board that would be part of the Maine Department of Public Safety.

License holders would effectively pay the costs of regulation and administration under the proposal.

To date, other topics of debate have included a permissible number of slot machines and oversight of concessionaires and other vendors.

Baldacci planned to outline his proposal today alongside state lawmakers from both major political parties and Attorney General Steven Rowe.

On Nov. 4, while Maine voters were overwhelmingly rejecting a proposed $650 million casino proposal, they decided to allow slot machines at harness racing tracks.
