The hotel and casino, which would be the Gulf Coast's 13th gambling hall, would be on a 6.5-acre site.
Along with the casino's master plan, the city Planning Commission on Thursday approved a rezoning request and a series of variances.
The new casino is expected to open in May 2005 at a site next to the Beau Rivage Casino and Hotel in Biloxi. The plans were approved last month by the Mississippi Gaming Commission.
Premier Entertainment will own and operate the $255 million resort.
