Pair sentenced in asbestos case

Two men charged with violations of the Clean Air Act in connection with asbestos abatement at the Sierra Arms apartments in 1998 have been sentenced to home confinement and probation.

Michael Carbaugh and Emeal Blackman each were ordered Friday by Senior U.S. District Judge Lloyd George to serve four months of home confinement for failing to remove all regulated asbestos materials from units at the former federal housing complex on Simmons Street between Holly Avenue and Coran Lane.

The units, dubbed one of the nation's worst public housing complexes, were demolished within 24 hours of the abatement, causing the release of asbestos into the air.

Carbaugh was sentenced to three years' probation, and Blackman was ordered to complete two years' probation.

Woman charged in boating death

An involuntary manslaughter indictment was returned Thursday in a boating accident that killed an 8-year-old Las Vegas girl in May.

According to the indictment unsealed Friday in District Court, Carrie A. Aquino could be convicted of involuntary manslaughter under a number of legal theories.

Aquino is accused of striking another boat, killing Brooke D. Jones near Sandy Cove on Lake Mead on May 27.

The indictment alleges Aquino could have been operating her 2001 Baja motorboat in reverse without looking for other vessels and/or failed to take proper action to avoid a collision.

The indictment also states Aquino may have been acting recklessly, negligently or with insufficient knowledge and experience of her boat's throttle, gears, steering or emergency shut-off.

In addition the indictment states Aquino may been driving while under the influence of an intoxicating liquor.

Test Site panel sets public meeting

The Community Advisory Board for Nevada Test Site programs has scheduled a quarterly public meeting from 6 p.m. to 8:30 p.m. Wednesday at the Sawyer State Office Building, Washington Avenue and Las Vegas Boulevard North.

The meeting will focus on environmental activities proposed at the Test Site, 65 miles northwest of Las Vegas, for 2003.

Project managers from the Energy Department's National Nuclear Security Administration will brief the board on proposed projects.

From 4 p.m. to 5:30 p.m. the board will host an educational session on the basics of radioactivity, radiation and remediation.

The board's members are volunteers who provide the government's Nevada Operations Office and its environmental management program managers recommendations on environmental activities.

Oxygenated fuel program starts

The winter oxygenated fuel program begins in Clark County this week, the Clark County Air Quality Management Department said.

Starting today and continuing though March 31, oil refineries are adding ethanol to all grades of gasoline sold in Southern Nevada. The purpose is to attempt to reduce air pollution.

The program began in 1990 after the Las Vegas Valley struggled with numerous bad air quality days during the fall and winter months when cooler temperatures create an inversion layer over the area, trapping carbon monoxide from cars and keeping it close to the ground.
