LV No. 3 in business study

Las Vegas has climbed into the top 10 in a Forbes-Milken Institute study of the best places to do business in America.
Las Vegas, ranked No. 14 in a similar survey last year, is No. 3 in the 2002 study, trailing the California cities of San Diego and Santa Rosa.
The study ranked 200 metropolitan areas in wage and salary growth, job growth and high-tech output growth and this year added a "job momentum" category that tracked first-quarter employment as a gauge of how cities reacted to a slower economy.
Rounding out the top 10 cities were Ventura, Calif.; McAllen, Texas; Boise, Idaho; San Luis Obispo, Calif.; Oakland, Calif.; Brownsville, Texas; and Orange County, Calif.
