Editorial: Give county power to check contractor

Anyone of us is apt to have business in a public building, business that requires using an elevator, breathing the air coming through the ventilation system, using guard rails for support or our trust that a ceiling won't collapse. Because of that, we'd like to think that a contractor's previous work was among all that was checked before he got the job to construct a public building. The truth, however, is that Clark County lacks this authority. It can check a contractor's financial status but cannot investigate his past performance.

The county is attempting to recover from the problems associated with the Regional Justice Center being built downtown, which is behind schedule and over budget. As part of that effort, it's looking at its whole construction program and making changes where appropriate. The inability to investigate the previous work of a contractor is an obviously appropriate area for change. The 2003 Legislature should work with the county to give it the investigative power it needs. After all, the state itself has this investigative power.
