North Las Vegas council briefs for June 6, 2002

Work card rules to be relaxed
If the North Las Vegas City Council adopts a new ordinance on June 19, maids, bellhops, desk clerks, cashiers, greeters, waiters and waitresses will no longer be required to have a work card.
The change is in keeping with the policy in other major cities such as New York, Los Angeles, San Francisco and Atlanta, Councilwoman Stephanie Smith said after Wednesday's meeting. The city of Las Vegas also relaxed its work card requirements last year.
The ordinance change would also drop the card requirement for liquor caterers.
The ordinance would add a work card requirement for accountants and internal auditors of casinos and for any executive, officer or director of an establishment that has significant influence over operating decisions.
Trash collection rates to increase
North Las Vegas residents will see their garbage collection rates increase July 1 after the City Council approved the hike unanimously on Wednesday.
Republic Services of Southern Nevada officials asked for the increase tied to the Consumer Price Index.
The 2.85 percent increase becomes effective July 1. The average change for a residential pickup goes from $10.42 to $10.72, or 30 cents a month.
The city receives a 5 percent franchise fee and an additional 5 percent to reimburse the city for billing and collection services.
City staff estimated $42,000 in additional revenues from the rate increase.
Website receives new image
The city's cyber image took a step forward Wednesday night as the council approved a new 540-page website.
The site address remains www.cityofnorthlasvegas.com.
The new design goes into effect Monday.
"Our goal is to have a website that is informative, easy to navigate, quick loading and visually appealing," said Brenda Johnson, assistant to the city manager and web site administrator. "We want people to get there in two clicks or less."
The new site features a quick link bar to the most requested services in the city. Beneath that bar is a drop-down menu entitled "I Want To ..." with links to frequently requested information such as how to apply for a city job, report graffiti or apply for a business license.
Another drop-down menu offers access to sites not related to the city.
The redesign of the web page began in September 2001.
LV Wash trails are approved
The North Las Vegas City Council approved up to $219,286 for J.W. Zunino & Associates to improve 2.5 miles of trails along the Lower Las Vegas Wash.
The approval Wednesday night will include landscaping, irrigation, lighting, benches, drinking fountains, exercise stations, signs and barriers along the trail system.
The city council approved a cooperative agreement with the Bureau of Land Management in June 2001 to develop a multi-use trail along the wash.
