Sandoval sets up new staff

CARSON CITY -- Brian Sandoval, who takes over as attorney general on Jan. 6, has announced a shuffling of the staff at the attorney general's office and the return of some former deputies.

Sandoval's top assistant will be Ann Wilkinson, who has been in the office since 2001. Wilkinson has been a senior deputy attorney general and acting chief of the civil division.

She had prior experience in the Washoe County district attorney's office, was counsel to the state Public Utilities Commission and was in private practice in Reno.

In her new position Wilkinson succeeds Tom Patton, who resigned.

Jeff Parker, general counsel for the Public Utilities Commission for the past four years, will become solicitor general, succeeding Tony Clark, who is moving to a new position as chief security counsel.

Parker has been lead counsel for the defense against the lawsuit by Nevada Power Co. to collect the full $922 million rate increase it requested. Parker will deliver oral arguments in the case Feb. 6 in Carson City.

Clark, former adjutant general, also will be involved in issues regarding homeland security and Amber Alert, the notification system regarding kidnapped children.

Jonathan Andrews, deputy director in the state Department of Human Resources, is returning to the attorney general's office as special assistant attorney general. Andrews previously was chief of the civil division in the office.

Bob Auer will become senior deputy attorney general for insurance. Auer formerly was with the office until he resigned to work with the Lyon County district attorney's office.

Charlotte M. Bible, who has been with the office since 1991, will head the civil division. The job previously was stationed in Carson City, but it will now be based in Las Vegas.

Elizabeth Macias Quillin, who has been a public defender for Clark County, will become regional chief deputy attorney general in Las Vegas. Quillin is president-elect of the Latino Bar Association.

Senior Deputy Attorney General Greg Zunino, who handled criminal cases of Sen. Maurice Washington, R-Sparks, involving Washington's failure to pay industrial insurance, will now be in charge of the legal staff at the Department of Taxation.

Zunino will be replaced in the worker's compensation fraud unit by David Otto, who has been in private practice in Reno.

Sandoval has retained Tom Sargent as his public information officer. Marietta Lopez, who was chief financial officer for the attorney general's office from 1991 to 1999, will return as chief financial officer. She has been a consultant to the office since September 2000.

Christina Davis, a management assistant in the audit division of the Legislative Counsel Bureau, will become executive assistant for Sandoval.
