Resident sues to block casino deal

Monday, Dec. 23, 2002 | 9:45 a.m.

BRIDGEPORT, Conn. -- A new agreement between the city and an Indian tribe for a proposed casino in Bridgeport is being challenged in court.

A local resident, James Fox, has filed suit against the newly signed casino contract between the Golden Hill Paugussett Indians and the city.

Fox, who is representing himself, filed the suit following Wednesday's City Council approval of the pact.

In the contract, the tribe pledges a percentage of slot revenue in exchange for a casino site and other considerations.

Fox claims in his lawsuit that Mayor Joseph P. Ganim "assured me and the public" that prior to entering into a contract with the tribe, the city would hold a public hearing on the matter.

He claims that since no hearing on the proposal took place, the contract is null and void.

Before the state-recognized tribe can open a casino it must win recognition from the federal Bureau of Indian Affairs. A preliminary decision is expected before the end of next month.
