Rules could slow development

BILOXI, Miss. -- Local officials have completed their draft of an environmental impact statement on Mississippi's Gulf Coast.

The statement will help officials understand the long-term environmental effects of development, said Susan I. Rees, the U.S. Army Corps of Engineers official in charge of the project.

"This should benefit the municipalities greatly if they want to look at the future of sustainable development and quality of life," Rees said.

Mike Oliver, director of the Harrison County Development Commission, said the statement will be used to create regulations that slow economic development.

Rees said the statement will not change federal laws that govern development. It was drafted because of rapid development over the last decade, fueled by the casino industry.

Comments from federal agencies such as Environmental Protection Agency and the U.S. Fish and Wildlife Service will be added to the document before it is made available for public comment in October.
