StumbleLetter: Legalizing won’t increase pot use

I recently watched on television a so-called police expert on marijuana. He made a statement that by legalizing pot, more people will use it.
But in this state gambling is legal. Sky diving is legal, too. What keeps all of Nevada citizens from gambling or sky diving?
Could it be that just because something is legal doesn't necessarily mean we all have to participate in it?
