The Washington, D.C.-based Small Business Survival Committee said new rankings show Nevada has the second-most hospitable environment for entrepreneurs and small businesses.

The advocacy group rates states in its Small Business Survival Index based on 20 areas of cost that affect small businesses, including personal and business taxes, property taxes, gross receipt and excise taxes, sales taxes, labor costs and health care costs.

South Dakota ranked No. 1 in the survey. Following Nevada to round out the top five states were Wyoming, Texas and Florida. California and New Mexico were among the states that ranked among the five least entrepreneur-friendly states.
