School district reorganization given low marks

Clark County schools Superintendent Carlos Garcia's sweeping plans for improving student achievement received mixed reviews in a survey of the district administrators.
The Clark County Association of School Administrators conducts a survey each year to evaluate the superintendent's performance, said executive director Allin Chandler. The results were presented to Garcia at a meeting about a week ago, Chandler said.
While 40 percent of the respondents said they agreed that Garcia's vision would result in increased student achievement, nearly half either disagreed or strongly disagreed that the district was operating more effectively since it was reorganized into five geographic regions last year. A third of the administrators responded to the survey.
Each region has its own superintendent and management team who report to Garcia. Administrators in the southeast and southwest regions said they were dissatisfied with the level of involvement they were allotted in making decisions.
