Las Vegas council briefs for April 4, 2002

City to ask BLM for two parcels
In an effort to meet growing demands for open space, the city of Las Vegas will ask the Bureau of Land Management for 75 acres in the growing northwest for two public parks.
The City Council Wednesday approved sending an application to the BLM for two northwest parcels: 25 acres on the northeast corner of Cheyenne Avenue and Puli Drive, and 20 acres on the southeast corner of Bradshaw Road and Puli Drive.
Southwest Sports receives extension
Texas-based Southwest Sports Group will have 90 more days to finalize a development agreement for 61 acres west of downtown.
The council approved a 90-day extension because the original six-month period to negotiate a development agreement will expire Friday.
The extension was needed to address concerns by the potential developer at the council's last meeting that it was being left out of several decisions and was unclear on who was leading the process. The council is scheduled to discuss the issue at a special workshop scheduled at 1 p.m. April 15.
Groups to split $26,000 allocation
Youth throughout the city will receive funding for dozens of projects, thanks to a $26,600 allocation from the council.
The council approved funding, under the Youth Neighborhood Association Partnership Program, for 27 youth-initiated projects.
The program is designed to encourage neighborhood children to take an active role in improving the quality of life in city neighborhoods.
Contract approved for design study
In an attempt to ease traffic downtown, the city will study designing one-way street conversions for Bonneville and Clark avenues and Fourth Street and Casino Center Boulevard.
The council approved a $196,000 design agreement with Kimley-Horn and Associates, Inc. to study the street conversions. The cost of the study will be funded through the Regional Transportation Commission.
Bill addresses streets, sidewalks
Councilman Gary Reese has introduced a bill that would prohibit garbage receptacles from being stored on the sidewalk or in the street in multifamily, commercial, and industrial areas. City code currently prohibits receptacles from being stored on sidewalks or in streets in residential areas. Any violations in the code could result in a $1,000 fine or up to six months in jail.
The bill will be sent to a committee, which will make a recommendation and forward it to the council for final approval.
Another bill introduced Wednesday amends the zoning code to allow monorail systems to be built in the city, by means of a special use permit.
The city's zoning code currently does not address monorail systems as a land use. The bill would allow monorails as a special use permit and establish minimum requirements from a land use perspective.
Transit Systems Development Inc. is planning to build a monorail that would connect a privately funded monorail on the Strip to downtown. The company is proposing to continue the monorail from the Sahara hotel to downtown Las Vegas.
Ward 2 meetings planned this month
Las Vegas Councilwoman Lynette Boggs McDonald will hold a series of Ward 2 neighborhood meetings this month.
The schedule:
Angel Park to Rainbow Area -- Thursday, April 4, Johnson Middle School, 7701 Ducharme Avenue, 6:30 p.m.
The Lakes, Peccole Ranch, Queensridge Area -- Monday, April 22, M.J. Christensen Elementary School, 9001 Mariner Cove, 6:30 p.m.
Summerlin Area -- Monday, April 29, Veterans Memorial Leisure Services Center, 101 South Pavilion Center Drive, 6:30 p.m.
The local Key Foundation
will receive $10,000 from the city to help homeless veterans. The council approved emergency shelter grant funding for several local agencies at the March 20 council meeting, with the exception of the Key Foundation. The foundation will use the money for auto insurance, bus tokens, and other services.
