Counting method developed

BATON ROUGE, La. -- The state gambling board has finally figured out how to count the number of employees at Harrah's New Orleans Casino to enforce the state's contract with the gambling palace.

The Legislature, in granting tax relief to the casino last spring, said that under the new contract, the casino must never cut employment or payroll by more than 10 percent from the base line number of employees and payroll as of March.

The lawmakers were responding to Harrah's argument that without a new contract, the casino would close and 3,000 employees would be out of work.

As it turned out, the casino had fewer than 3,000 but the gambling board was unable to get a good handle on the count by month because state police couldn't decide how best to count heads.

On Tuesday the board agreed to allow state police some leeway in counting and came up with a base line number of 2,667 employees on hand as of March and a monthly payroll of $1.9 million.
