Military office criticized

The Nevada Office of the Military was criticized Thursday for overspending its budget, allowing unauthorized purchases and for poor accounting.

The military agency overspent its budget by $9,000 in 2000 and $11,000 in 2001, according to an audit released Thursday.

The office, which oversees the Nevada National Guard, did not follow state regulations in contracting for work from private companies. The agency never solicited bids on some contracts and failed to advertise the work in local newspapers, as required by law.

One contract that started out at $50,000 ended up costing $70,000, the audit reported.

The office never checked to see if contractors had commercial liability insurance or workers compensation coverage in a number of cases, the audit said.

Employees worked overtime without authorization from their superiors, there was a failure to give annual performance evaluations and time sheets were not properly prepared, auditors said.

In one case, three employees who attended the same out-of-state conference showed different hours on their timesheets.

The military doesn't keep an adequate inventory on its equipment, the auditors said.
