What defines citizenship?

I have a question about the voting process. It is one that no one I have asked (including registrar of voters in both Nevada and California) can answer.

Attaining citizenship in the United States is not an easy process. You must both speak and read English. Also, you have to know more about this country than most natural citizens.

Why, then, are ballots written in a foreign language, and why are interpreters working the polls to translate other languages to English?

If these people cannot speak or read our language, how can they vote our leaders into office?

One person I asked said that we are not allowed to ask if they are citizens. That escapes me, but it would be obvious that if they cannot speak or read our language they most likely are not citizens.
