Letter: Lights in school zones frustrating

I often wonder who is responsible for programming school zone lights. On St. Louis between McCloud and Atlantic there is a school zone with one warning light at the east end of the zone that is blinking around 7:30 a.m. and a sign indicating that the school zone times are starting at 8:40 a.m. through 4 p.m. Can anyone explain why the conflicting times -- why only one light at the east end and why all day?

One building is, I believe, adult education, the second building is the Seigel Diagnostic Center and the real school in this zone is for special education students usually in wheelchairs. I'm sure they aren't going to be in the streets.

Usually I get passed several times a day when I'm doing the limit as posted. And Metro has a substation in the zone. Usually when the schools are closed for Easter or some holidays the light continues to blink.

A note for many people in the valley: Many of the school zones have multiple times on the signs, so take the time to read them and traffic might flow a little better.
