Father fights teen cleanup bill

CARSON CITY -- The father of a boy killed while picking up trash along Interstate 15 urged a state Senate committee on Monday to prohibit highway work for youths doing community service.

Assembly Bill 27 would require warning signs, flashing lights and other safety precautions when juveniles are assigned community service work along or near highways.

Teenagers assigned to the crews would have to wear fluorescent vests, and parents would have to be notified when a child is assigned such work.

However, Scott Garner told the Senate Judiciary Committee that no youth should be made to work along highways.

Garner said he isn't against community service, but he thinks youths could be doing safer work such as cleaning up parks or removing graffiti.

"I don't want to see anyone go through what I've gone through," Garner said, adding that even with safety precautions, the work is too dangerous.

"I'd like to see the children not on the highways, but if you have to do it, put them on highways where the traffic isn't as bad," he added.
