Letter: Tax cut foes use scare tactics

I read with interest Paul Gwin's July 22 letter concerning the tax cut. This tax cut came from a surplus, which in my Websters's Dictionary is defined as "Being in excess of what is needed." Mr. Gwin's letter is typical Democratic scare tactics.
All of the items he mentioned -- national debt, Medicare, Social Security and education -- are fully funded prior to the reserve being touched.
