The Nevada Gaming Control Board voted unanimously to recommend that Raymond David Pereira be included in the "black book."
In July 1999, Pereira, 54, of Las Vegas and six others were indicted on charges of running a massive interstate slot cheating ring that authorities say cost casinos across the country more than $5 million.
Pereira is on house arrest in Las Vegas, awaiting federal trial in March for his role in the alleged slot cheating ring.
Another man indicted in the scheme, Michael Joseph Balsamo, was included in the black book in November 1999.
Pereira has been convicted four times on charges related to cheating at gambling.
Pereira can request a hearing before the Nevada Gaming Commission before the panel votes on the Control Board's recommendation.
