Review eyed after heated battle

Clark County Commissioner Erin Kenny said the dispute over a proposed restaurant-bar outside the Red Rock National Conservation Area has a silver lining -- it has prompted a thorough review of policies controlling development outside Red Rock and other conservation "jewels" of the Las Vegas Valley.
Kenny said staff has already begun gathering information on how government agencies guide development at other conservation areas around the country. She will ask the staff to do a formal study of those land-use policies.
"We're going to put together a very comprehensive plan," Kenny said Wednesday.
The plan will look at Red Rock, the Toiyabe National Forest on Mt. Charleston and Lake Mead National Recreation Area, she said.
State Sen. Dina Titus, D-Las Vegas, said she is considering legislation that would limit development in broad buffer zones around environmentally sensitive areas.
