Trial starting on Nevada limousine regulation

An association's bid to end state regulation of the limousine industry will be heard in Clark County District Court beginning Tuesday.
Judge Ron Parraguirre will hear arguments from the Independent Limousine Owners/Operators Association, which filed suit in May 1998 against the state's Transportation Services Authority.
The ILOA argues that the state's limousine regulations are unconstitutional while the TSA says the association -- represented by the Washington D.C.-based Institute for Justice -- has no legal standing to assert that claim in court.
The case centers around two limousine drivers, William Clutter and John West, who, in separate cases, were cited by the TSA for operating without state certification.
