Business fliers can be anonymous
Henderson businesses can now distribute commercial handbills anonymously in neighborhoods.
But businesses tagging doors with pizza fliers, advertisements for water conditioning and similar services must still register with the city.
The City Council voted unanimously on the measure Tuesday after delaying a decision in January.
For many residents, having people walking through neighborhoods and entering yards to distribute fliers is cause for safety concerns, Assistant City Attorney Ron Sailon said.
But those businesses will continue to be monitored by the city under the new regulations, he said.
The changes do not address noncommercial handbills advocating a political or religious agenda. Those fliers are governed by state law and must include the name of the author and distributor.
Old gravel pit to be converted
A major commercial center and a 100-acre park sloped to accommodate flash floods will be carved from a gravel pit and concrete batch plant as part of a new redevelopment area.
The Henderson City Council Tuesday unanimously approved the rezoning of 320 barren acres northwest of Stephanie Street and Interstate 215.
As a redevelopment zone, all increases in tax revenue generated by the property over 30 years will be reinvested onsite to make developing the area more profitable.
The deal will allow Hanson Aggregates, which has mined portions of the privately owned parcel for more than 40 years, to meet contractual agreements with two private landowners, Henderson Redevelopment Manager Bob Wilson said. For its part, the city will obtain a pre-dug basin as part of its obligations to the Regional Flood Control District, he said.
A 40-acre lake at the base of an amphitheater-like setting could provide recreation for small watercraft, Wilson said. But in consideration of 10- and 15-year floods, the park will be sparsely equipped, except at the high points along the periphery.
Plans include an estimated 2 million square feet of retail and commercial space.
