Editorial: Forge consensus on energy crunch

Gov. Kenny Guinn's development of an energy conservation program is welcome, but even he acknowledges that it may only go so far in easing Nevada's energy crunch. Guinn, a former utility executive, said Monday that homes could save up to 25 percent of their energy costs through conservation, but he estimated that conservation may actually net only a 1-2 percent reduction overall. Guinn's suggestion to change the electricity rate structure, so that those who use more power also pay higher rates, has the potential to reduce demand significantly.

Thornier energy issues face the governor and the Legislature, such as whether Nevada Power should be prevented from selling its generating plants. It is essential then, since there are just 120 days in this legislative session, that the governor and lawmakers meet soon to find solutions that will quell the skyrocketing energy costs that have jarred Nevadans.
