Bills help racing industry

OCEANPORT, N.J. -- With the prestigious Haskell Invitational horse race as a backdrop, Acting Gov. Donald T. DiFrancesco signed two bills meant to help the state's horse racing industry.
One authorizes off-track betting in the state for the first time, while the other expands simulcasting of horse races.
