Halfway houses bills get panel OK

Two bills that would further regulate halfway houses for recovering alcoholics and addicts recently passed committee.
Senate Bill 319, sponsored by Sens. Bill O'Donnell and Ann O'Connell, both of whom are Las Vegas Republicans, proposes to set up a licensing system at the state level. Currently, halfway houses must obtain certification from the state, a less rigorous process, and a business license in Clark County.
