Why is Guinn on utilities’ side?

On the front page of the March 22 Sun there was an article detailing how Gov. Kenny Guinn is urging the Legislature to allow Sierra Pacific Resources to pass on all additional costs to the consumer. On the first page of the Business section, of the same issue, an article describes how terminated Sierra Pacific executives received over $6.1 million in severance packages.
This seems strange when one considers that their combined annual salaries were under $400,000 and that both resigned from the company. I cannot understand the governor's actions. You would think he would be more concerned about the impact of the rising costs from ill-managed utility companies upon the state's consumers, both businesses and homeowners.
Guinn is protecting the utility companies here in Nevada, like Gov. Pete Wilson did in California. Look what happened. I have to ask two questions: (1) Why should the consumers have to pay for these exorbitant severance packages and (2) why is Guinn pushing so hard for cost recovery on behalf of a company that throws money at resigned executives?
