Billboard opposition gather their forces

The ballot question R-1 will ask voters whether any new billboards should be allowed in Reno.
If the initiative passes, the 278 billboards currently in Reno will remain but no new ones could be erected. If the measure fails, the number of billboards will continue to be regulated by the city council.
The City Council last month decided against acting on its own to ban new billboards. The council is scheduled to consider a new proposal next month limiting the city's billboard total to 330.
Doug Smith, chairman of Citizens for Scenic Reno, said if the November ballot initiative passes it would supersede any limit adopted by the city council.
