Letter: New properties appear exempt from conserving

The general population is urged to reduce its water usage and go to desert landscaping. Why are new communities, casinos, etc., able to put in lakes (such as the Lakes) and many water shows. Does this aid the cause of conservation? Isn't this doublespeak?
I wish someone had a good explanation for this.
Is the water rate for all users the same per square foot?
