StumbleReno council halting billboards before vote

Some council members questioned how useful the moratorium would be since it officially can't take effect until Oct. 27. That's 11 days before voters decide if they want to allow new off-premise billboards in Reno.
The council unanimously passed the moratorium on Tuesday with Mayor Jeff Griffin saying, "Let the people have the last word."
