Letter: Hand-counting techniques vary

Ballots are counted that are not punched properly according to the voting instructions. This type of hand count can be accepted only if all counties are counted similarly, not just those with a heavy vote by Democrats. Once this pick-and-choose recounting is explained, it is difficult to condone anything but a complete statewide recount.
