Two to seek commission seats again

Two Clark County commissioners have filed to keep their seats while a former two-term assemblyman, who two years ago took an unsuccessful shot at the state Senate, will attempt to regain the lower house post.

Commissioners Bruce Woodbury, a Republican, and Mary Kincaid, a Democrat, filed Wednesday, as did former Republican Assemblyman Jack D. Close, who is seeking a return to the District 15 Assembly seat.

Woodbury, 55, the commission chairman, is seeking his sixth term as District A commissioner. He also is chairman of the Regional Transportation Commission and is a senior founding member of the Regional Flood Control District.

Woodbury, a graduate of Stanford University, began practicing law in Clark County in 1970 and was first elected to the commission in 1981.

District A encompasses Boulder City and Henderson, including Green Valley.

Kincaid, a North Las Vegas councilwoman for 17 years, is seeking a second term as District B commissioner.

She was elected to a fifth year on the North Las Vegas City Council in 1995 before making a decision the next year to go after the seat vacated by developer and longtime Commissioner Jay Bingham.

During her campaign against former North Las Vegas Municipal Judge Gary Davis, Kincaid had to overcome personal hardship when her business partner and husband of 27 years, David, died.

Kincaid, 61, a Southern Nevada resident of 52 years, is the owner of Kincaid's Flower Korner.

District B encompasses the northeast valley.

Close, a physical therapist, in November 1998 ran against Democrat Terry Care for Senate District 7 and lost.

Close was first elected to Clark County Assembly District 15 in 1994 and was re-elected in 1996.

Also filing Wednesday was Assembly District 3 representative John Lee, a Democrat. The plumbing business owner is seeking a third term at that two-year post.

Thomas Welsh, who ran in the Assembly District 20 primary in 1998, has filed for another shot at that seat.
