Commissioner Greg "Bum" Hess on Tuesday said the panel was left with no choice following court rulings that said owner David Burgess has a right to associate with Hell's Angels members if he wants to.
The commission yanked the brothel's licenses two years ago after officials voiced concerns about the increased presence of Hell's Angels at the brothel.
The action was challenged by Burgess, and his position was upheld by a federal judge and the Nevada Supreme Court.
Except for a one-month period, the brothel continued to operate while the court cases were pending.
