Letter: One more time: There is no budget surplus

It's bad enough that we have to continually read Orville Goplen's liberal rhetoric, but it really gets nauseating when the facts are incorrect.
In his March 9 letter he touts budget surpluses created by Clinton. It's been said before by many people, but let's put it in print one more time: There is no budget surplus!
It is all a bookkeeping charade that plays fast and loose with Social Security trust funds that are not counted when spent. If this country is running the much ballyhooed surplus, then why do we continue to have Treasury auctions that continue to borrow money to the tune of tens of billions of dollars?
