Two appointments fill state Ethics Commission roster

Guinn appointed Reno attorney Rick Hsu to the commission, replacing retiring commissioner and former District Judge Mario Recanzone.
The Legislative Commission appointed former lawmaker and current Sparks attorney Jim Kosinski to replace retiring Commissioner Joni Wines.
"Rick Hsu's stellar career has been marked by a commitment to serve the public, and I think we're very fortunate to have a man of his skill and integrity on the Ethics Commission," Guinn said Tuesday.
Hsu practices at the law firm of Walther, Key, Maupin, Oats, Cox, Klaich & LeGoy.
Kosinski, who served in the Legislature in the Assembly in 1977 and in the Senate in 1979 and 1981, also practices law in Washoe County.
His nomination was made by Assemblyman Bernie Anderson, D-Sparks, who said Kosinski has an understanding of both the political process and the realities of running for public office.
Hsu is a Republican and Kosinski is a Democrat. There are now four Republicans and four Democrats on the commission.
Other commissioners include retired Southern Nevada lawmaker Hal Smith, a Republican; Las Vegas attorney Peter Bernhard, a Democrat; Carson City attorney Todd Russell, a Republican; former public employee William Flangas of Las Vegas, a Democrat; Reno attorney Raymond Avansino Jr., a Democrat; and Lizzie Hatcher, a Clark County attorney and Republican.
