Reno man named to board

CARSON CITY -- Gov. Kenny Guinn Tuesday named Reno attorney Rick Hsu to the state Ethics Commission to replace retiring Commissioner Mario Reconzone of Fallon.

At the same time the Legislative Commission appointed Reno attorney Jim Kosinski, a former legislator, to the commission to succeed Joni Wines, who has served a maximum of two four-year terms.

The appointments to the revamped eight-member commission are effective July 1.

Hsu, who specializes in litigation involving employment and general business practices, has researched questions of ethics concerning school board members and served as a panelist for an ethics seminar sponsored by the American Inns of Court. In 1996 and 1998 he drafted state bar exam questions pertaining to legal ethics.

Kosinski, who served in the Assembly and Senate, practices general law in Reno. During his time in the Legislature, he led an effort to improve Nevada's mental health system.
