Anthony Palmer, 31, and Tiante Dion Scott, 25, were arrested Sunday on charges of attempted murder and robbery with the use of a deadly weapon.
Scott also was charged with drug offenses.
Police believe the shooting was gang related and involved a drug debt.
The victim, Derrick McCoy, 30, of Sacramento, was shot in the chest and back after he answered a knock on the door at a motel where he was staying with his girlfriend, police said.
McCoy was listed in serious condition at Washoe Medical Center.
Police were still looking for 24-year-old suspect called "Big Cle," also known as Clarence. He was described as a black male, about 6-feet tall and 300 pounds.
Two women were also being sought.
