Henderson police Capt. Richard Perkins said the teen-ager gave birth April 19 at her family's apartment. The baby's body was found in a bathroom.
The Clark County coroner's office determined the baby drowned, but details were unclear.
"We feel an obligation to submit to the district attorney's office for consideration," Perkins said.
Investigators believe the girl attempted to conceal her pregnancy, Perkins said.
The name of the teen-ager has not been released because of her age, Perkins said.
"The parents may not have known about the pregnancy," Perkins said.
