NLV council briefs for July 20, 2000

Hardy group will attend Legislature
Warren B. Hardy & Associates has been chosen by the council to lobby for North Las Vegas for one year, including the 2001 session of the Legislature.
The consultants will be paid $1,500 per month during nonlegislative months and $3,000 per month during the session, not to exceed $24,000.
Their services include monitoring legislative issues and how they pertain to the city, attending committee meetings, and reviewing state proposals. They will also coordinate, introduce and testify on legislation.
The city also pays $7,500 per month to Rick Alcalde & Fay to lobby on the city's behalf in Washington, D.C.
Board supports Kenny proposal
North Las Vegas has gone forward with plans to draft an interlocal agreement for a regional air quality agency, which was pushed by Clark County Commissioner Erin Kenny.
The council introduced an item Wednesday to move forward with drafting the agreement.
Kenny proposed last month to merge the air pollution duties of the Clark County Health District and county Comprehensive Planning Department under the oversight of a board made up of elected representatives from cities and the county.
The Southern Nevada Regional Planning Coalition adopted a more vaguely worded resolution that calls for an interlocal agreement to create a unified agency.
The RPC resolution calls for the managers of Clark County, Las Vegas, Henderson, North Las Vegas and Boulder City, along with chief administrators of the health district and the Regional Transportation Commission to work together to draft the interlocal agreement.
Last month state Sen. Jon Porter, R-Henderson, said he would impose a board if one isn't developed locally. He was following recommendations of a private consultant who was critical of the region's response to air pollution issues.
