Police warn neighborhood that sex offender lives in area

Robert Belsey, 37, is ranked a Tier 3 offender, meaning authorities consider him a high risk for potential recidivism.
Under state law, authorities are required to notify area schools and neighbors where he is living.
Belsey was charged in 1988 with child molestation and rape of a 9-year-old girl in Spokane, Wash., police said. He pleaded guilty to a lesser charged and served a 20-month prison sentence.
Shortly after his release, police said he violated probation on a 1984 charge of first-degree assault and spent another 10 years in prison.
Belsey moved to Nevada following his release from prison in July.
