The Tahoe Regional Planning Agency governing board approved the settlement Wednesday with Kevin Kramer of North Shore Parasail.
Agency officials said Kramer was cited four times last summer for violating the ban on carbureted two-stroke engines that power most Jet Skis and other outboard motorboats.
Despite repeated warnings, they said Kramer continued to use an inflatable boat powered by an illegal outboard motor to shuttle customers to his parasail boat.
