Acting City Manager Shaun Carey was chosen Monday to replace Terry Reynolds on a permanent basis.
Carey was assistant city manager before being named acting manager in the wake of Reynolds' departure to work for the Wingfield Springs development.
Carey became the city's public works director in 1992 and held that position until his selection as assistant city manager last year in a staff shakeup.
His salary is pending the outcome of contract negotiations.
