Las Vegas ranked at the top of Inc. Magazine's list and Reno ranked seventh.
"I'm not surprised," said Kirk V. Clausen, a member of the Economic Development Authority of Western Nevada's board.
"We've been a fairly well-kept secret for some time, but this shows exactly what we here have known for a long time. This is a good place to live ... and to work."
The magazine based its rankings on the percentage of local businesses started in the last decade and on the percentage of newer businesses that have shown steady growth over the last four years.
The magazine also considered availability of resources, inexpensive real estate and worker training opportunities.
