Curtis was named to the $88,268-a-year post by DMV Director John Drew to replace Ray Sparks, who retired late last year.
Curtis also is a Douglas County commissioner. DMV spokeswoman Kim Evans said the attorney general and the Douglas County district attorney reviewed the matter and determined he could serve as commissioner and deputy DMV chief without conflict.
In law enforcement since 1968, Curtis was a deputy and later the undersheriff in Douglas County from 1972 to 1994.
In his new post, Curtis will oversee the DMV's public safety functions, including the Highway Patrol, Parole and Probation, Investigations, Capitol Police, Fire Marshal, Emergency Management, Traffic Safety, Criminal Justice Assistance and Training.
